Abstract
Crime is a violation of the requirements of justice, and the state considers it necessary to combat crime and punish its perpetrator to achieve public and private deterrence. The study examines the legitimacy of compulsory labor penalty in a public institution for pay as an alternative to hard labor, in light of Islamic law and international standards. The study argues that operating a convict for public interest without pay violates Islamic law and international standards.
